One White House official said Mrs. Trump had been making her opinion known to the president for some time that she felt he needed to do all he could to help families stay together, whether it was by working with Congress or acting on his own.
Sessions and the administration altered how it would prosecute immigrants who illegally crossed the southern border rather than going through a regulated port of entry.
Trump, speaking to reporters at the White House, said he hoped his measure would be matched with legislation in the US Congress. "But we do want to keep families together", he said.
Two people close to Nielsen said she was the driving force behind the turnabout that led to the new order keeping families together.
Homeland Security secretary Kirstjen Nielsen is understood to be drafting an order to end the practice of separating children from their parents when they arrive at the border without papers.
"As parents we refuse sit by while the government removes children from their parents at the USA border", the organizers said when they announced the event.
The crisis has reached the point that the usually silent first lady Melania Trump and former first lady Laura Bush have joined the public pushback.
Mrs. Bush from a safe retirement perch was more direct: "I appreciate the need to enforce and protect our global borders, but this zero-tolerance policy (on undocumented entry by children) is cruel". Bob Carey said, "This is child abuse being perpetrated by a government".

Many of these "missing" children, however, may be with undocumented parents or relatives and now do not wish to be found by a government that they fear would deport them all.
Senate Minority Leader Senator Chuck Schumer said the Trump administration has been sending babies and young children to what they call "tender age facilities". I sent a letter asking the United Nations to send observers to investigate the unconscionable separation of families at the border.
Nielsen's action wouldn't end the zero tolerance policy, but would aim to keep families together and ask the Department of Defense to help house the detained families.
That same day, congressional Republicans, keen to secure an end to the separation policy as they worked on separate immigration legislation, got vague marching orders from Trump during a meeting on Capitol Hill.
"I'll be signing something in a little while that's going to do that".
Meantime, the Justice Department sought to modify a federal court order that limits USA officials' ability to detain immigrant children longer than 20 days.
"[We] have to do more than say 'this isn't who we are.'" he wrote.
Now, with the number of families detained rising during Trump's current immigration crackdown, questions were immediately raised about whether children will be released into foster or other care at the end of 20 days if their parents' immigration proceedings have not wrapped up.
