The United States rejected a request from the UAE for intelligence, mine-sweeping and airborne intelligence, surveillance and reconnaissance (ISR) assets for the Hudaida operation, a UAE official said, speaking on condition of anonymity, while noting congressional opposition.
The Emiratis turned to France, which agreed to provide the minesweepers to clear explosives that Houthi fighters had been placing in Hodeida harbor, the official said, effectively thwarting for now an amphibious assault of the port.
Yemeni forces backed by a Saudi-led coalition launched an assault on Wednesday to retake the port city of Hodeida, which has been controlled by the Houthi rebels along with the capital Sanaa since 2014.
Coalition spokespeople said 18 air attacks were fired on the outskirts of Hudaida on Wednesday.
In a press statement after an emergency closed-door meeting, the council expressed "deep concerns about the risks to the humanitarian situation" following the launch of an offensive on Hodeida by the Saudi-led coalition.
"We are not directly supporting the coalition offensive on the port of Hodeida", Rankine-Galloway said.

In the face of global concerns over the humanitarian situation, the UAE said on Friday that it would begin sending aid by air and sea to Hodeida, the state-run WAM news agency said.

Sweden had urged the council to call for an immediate freeze to military action on Hodeida, but the council statement made no such call, reflecting divisions among its 15 members.

Some 2,000 troops who crossed the Red Sea from an Emirati naval base in the African nation of Eritrea were awaiting orders to move in from the west after Yemeni government forces seize Hodeida's port, Yemeni security officials said.
The U.N. Security Council is due to meet behind closed doors on Thursday, at the request of Britain, over the offensive.
Hodeidah is on the Red Sea in western Yemen.
Hudaydah is a key entry point for humanitarian aid to war-torn Yemen.
Two Saudi and UAE aid ships were in the waters off Hodeidah, coalition spokesman Turki al-Maliki told Saudi state media.
Almost 10,000 people have been killed since the alliance intervened in Yemen in March 2015, contributing to what the United Nations has called the world's worst humanitarian crisis.
The internal military conflict between the Iranian-backed Houthis and the Saudi-backed Yemeni government recently entered its fourth year, aggravating the suffering of Yemenis and deepening the world's worst humanitarian crisis in the country.
