Back on May 8, US President Donald Trump announced Washington's decision to withdraw from the Iran nuclear deal (an agreement made in 2015 between Iran, the UK, Germany, China, Russia, the US and France) as, in his words, the agreement left Iran a possibility to create a nuclear bomb bypassing all the restrictions.
Maas said he expected negotiations to continue after the Friday talks, which were convened at Iran's request.
During a visit to Europe this week President Hassan Rouhani warned that Iran could reduce its co-operation with the United Nations nuclear watchdog, having already threatened Trump of the "consequences" of fresh sanctions against Iranian oil sales.
However, during a phone conversation with French President Emmanuel Macron on Thursday, Rouhani said that the package proposed by European Union leaders "does not meet all our demands", and demanded a "clear action plan from Europe with a timetable so it can compensate for the USA exit from the deal". Rouhani also talked with the German chancellor in a separate phone call.
"Unfortunately, the proposed package lacked an action plan or a clear road map for continuation of cooperation".
"After the withdrawal of the United States, which we can't understand, we face a hard situation", he said.
World powers and Iran appeared to make no concrete breakthrough on Friday in talks to provide Tehran with an economic package to compensate for USA sanctions that begin taking effect in August.
It has been putting pressure on its allies ever since, seeking in particular to make them reduce oil imports from Iran.

Speaking earlier in the day, France's foreign minister said that world powers would struggle to keep to that deadline. He stressed hat world powers would struggle to compensate Tehran for companies leaving Iran.
Iran's threat to block the Strait of Hormuz follows a State Department announcement that any company that buys crude oil from that country must cut those exports by November, CNBC reported.
Iran has warned that it may walk away from the deal unless other signatories "guarantee" that it will continue to benefit.
"It would be meaningless that Iran cannot export its oil while others in the region can".
As tensions grow, the United States president is demanding that all countries end imports of Iranian oil by 4 November, as part of a series of 12 demands aimed at forcing Iran to behave "like a normal country".
This week, the European Parliament approved a key component of the package, giving the European Investment Bank authority to invest in Iran despite the US sanctions. The bank now has a policy of not lending to Iran and other countries listed as high-risk by a global terrorism financing watchdog. "To save the deal, other signatories should compensate for U.S. sanctions", a senior Iranian official told Reuters on Friday.
