Academy president John Bailey and CEO Dawn Hudson wrote in a note to academy members, "We have heard from many of you about improvements needed to keep the Oscars and our Academy relevant in a changing world".

Films like Black Panther, Avengers: Infinity War, Deadpool 2, Mission: Impossible - Fallout, and others are likely candidates, films that typically would score nominations for things like art, set design, costume design, and other categories but not for things like best film, best actor/actress, etc. Bailey and Hudson said eligibility requirements will be determined at a later date. But they've sought to address it, in years past, by zipping through the technical awards (which are held and taped days before the main Oscars telecast) and hectoring presenters to keep their acceptance speeches pithy.
