The immediate threat this weekend will be large swells and unsafe rip currents along the East Coast due to the storm.
Just where the storm will head is still uncertain, but computer models used by the center's specialists to forecast track indicated a USA landfall looked increasingly likely.
South Carolina's Emergency Management Division said although it was too early to tell if the storm would have any impact on the state, it's advising coastal residents to start making contingency plans. The NHC is predicting Florence will evolve back into a major hurricane in a few days, with wind speeds possibly reaching 233 km/h.
"The executive order will help gather and move crops in and through the state more easily and quickly in response to problems that could be caused by Tropical Storm Florence in North Carolina and along the East Coast", the governor's statement said.
Florence had attained Category 4 strength by Wednesday before it weakened to a tropical storm this morning, but was predicted to rebound as a Category 3 storm by Tuesday morning.
On its current track, Florence's winds are forecast to strengthen to 140 miles per hour by Wednesday morning, making it an extremely risky Category 4 hurricane.

Tropical Storm Florence's weakening appears to have stopped and is expected to restrengthen into a hurricane by Saturday night or Sunday, the U.S. National Hurricane Center said in its latest advisory.
