That seems unlikely. While the subsidies Amazon is poised to collect in NY and Virginia are large, they are nowhere near the largest extracted from public coffers, nor were they the largest offered to the company by other locations competing to win its next headquarters. "I doubt big tech is anxious, but they will be more aware of the competitive landscape when it comes to strategies for recruiting technical talent given Amazon will be offering very similar incentives", said Will Potter, co-founder of the NY executive recruiting firm Bamboo Talent, referring to incentives that include salary, high-performing restricted stock units and the ability to work on wide-reaching products. If that happened, Cuomo said, the city and state would have paid $3 billion in tax abatements and other incentives to reap as much as $27.5 billion in tax revenue from Amazon over the 25-year cycle.

The deal between the e-commerce giant and the city and state-an accord which deliberately circumvents the council and state Legislature-includes a clause that obligates the public to "assist the company in securing access to a helipad on the development site" or "in reasonable proximity to the development site".
In its announcement of one of its two new headquarters Tuesday, Amazon said it would build in "National Landing", which it said was an area in Arlington, Virginia, just south of Washington.
A lynchpin of Virginia's bid to Amazon is the state's promises to double the number of students who graduate each year with bachelor's and master's degrees in computer science and related fields. The company will also donate a site for a public primary and intermediate school in the area.
If the city, DISD and local college and universities were prepared to make a sizable investment to create a mechanism for providing the kind of engineers required by Amazon, they should be prepared to follow through with that investment regardless of the decision by Jeff Bezos. This summer, he announced a new philanthropic fund that will create a network of tuition-free preschools.
The $5 billion investment will mean thousands of high-paying jobs in the two locations, but could also strain services and housing in areas with already high living costs. The company will also apply for additional incentives from New York City.
