13 NEWS has reached out to the Attorney General's Office for comment on the decision.
On Friday, Henneke said the judge made the right decision, although the judgment will nearly certainly be appealed.
It is all but certain the case will become the third time the Supreme Court decides a constitutional question related to the ACA.
A spokeswoman for California Attorney General Xavier Becerra, who was among a group of Democratic attorneys general defending the law, said they would appeal the decision.
In his ruling Friday, O'Connor agreed with Republicans that with the tax aspect of the law scheduled for elimination starting January 2019, the 2012 ruling's defense of the law is invalidated, making the entire law unconstitutional.
An alliance of 19 Republican attorneys general and a governor led by Texas Attorney General Ken Paxton challenged the law.
It is hard to overstate what would happen to the nation's health care system if the decision is ultimately upheld.
California and Democratic officials in 14 states, along with the District of Columbia, won permission to defend ACA in the Fort Worth case when the Trump administration sided with the states seeking to dismantle it.

That is the day the tax penalty for not having insurance disappears.
Preserving the law's protections for people with pre-existing medical conditions proved to be a strong argument for Democrats in the midterm elections. President Donald Trump tweeted that Congress should pass a new law.
Rep. Nancy Pelosi, who is expected to be House speaker when Democrats come into the majority next month, tweeted, "Tonight's absurd ruling exposes the monstrous endgame of the GOP's all-out assault on people w/ pre-existing conditions & the ACA".
But congressional leaders were quick to point out that the suit is far from over.
"If this bad ruling is upheld in the higher courts, it will be a disaster for tens of millions of American families, especially for people with pre-existing conditions", said Minority Leader Charles E. Schumer, D-N.Y.
It's hard to imagine that will happen, however, as the ruling is almost certain to be appealed, and this particular case against the law has real weaknesses.
Even some conservatives were left scratching their heads.
