That doesn't mean the child was "patient zero" of the outbreak, Armstrong noted, because it doesn't meant they started the outbreak, just that they were the first confirmed case by Public Health.
The WHO says the 2018 surge in measles cases followed a year when European countries achieved their highest ever estimated coverage for the second dose of the measles vaccination - 90%.
And leading health officials are stressing the importance of getting vaccinated.
Seattle, Washington; Spokane, Washington; and Portland, Oregon-all 3 of which surround Clark County, Washington, the site of the latest measles outbreak in which 50 cases have been confirmed since January 1, 2019.
Looking Ahead Where will the next big measles outbreak spring up in the United States?
A report published by the European Commission previous year and compiled by a team led by Ms Larson found measles immunisation coverage had fallen in 12 EU countries since 2010, and seven out of the 10 countries with the lowest vaccine confidence in the world were in Europe.
World Health Organization recognised that in parts of Europe, vaccinations are growing, but the organisation says countries such as Ukraine and Romania have regressed.
"We're hopeful and any time we see that there are no new exposure locations that's helpful", said Marissa Armstrong, spokeswoman for the Clark County Public Health.

Five of the cases involved young children, some of whom received one round of the two-part vaccine.
The measles, mumps, and rubella (MMR) vaccine is recommended for children because it protects against three potentially serious viral illnesses.
"We are seeing some very large outbreaks of measles at the moment especially in places like the Philippines, Ukraine, Romania and Africa", Professor Raina MacIntyre, a biosecurity expert at the University of New South Wales said.
Unvaccinated people who may have been exposed to the virus are urged to get vaccinated, Graham said. The agency said it will continue working to improve vaccination rates. Many proponents claim, without evidence, that vaccinations can cause autism.
